01. Overview & Purpose

The SEA seeks to replace its existing dated public website (`pgh-sea.com`) with a fast, accessible, secure, modern civic portal. The Authority's extensive public portfolio includes major sports stadiums (Acrisure Stadium, PNC Park), PPG Paints Arena, David L. Lawrence Convention Center, Frankie Pace Park, North Shore Riverfront Park, and parking structures.

The redesign will emphasize civic clarity, WCAG 2.2 AA accessibility, static-first Astro architecture, searchable document management for financial statements and board meeting records, and a structured procurement workflow.
