Legislative History

The Regional Destination Financing Plan

In 1999, the Pennsylvania General Assembly enacted legislation authorizing Allegheny County and the City of Pittsburgh to establish the Regional Destination Financing Plan. This landmark public financing framework authorized funding for PNC Park, Heinz Field (Acrisure Stadium), and the new David L. Lawrence Convention Center.

Statutory Mission & Statutory Authority

Operating under the Public Auditoriums Authority Law of 1953 (53 P.S. § 23841 et seq.), the Authority develops first-class sports, entertainment, convention, and public-space facilities that benefit the regional economy, attract international tourism, and enhance Pittsburgh's quality of life.
